Welcome/Introductions – Michele Bowles welcomed everyone and began self introductions.

Guest Speaker – Cary Dixon, Loved Ones Group
Cary Dixon, co-facilitator of the Huntington Loved Ones Group, shared an overview of the program and how it works. Families of addicted persons meet once a week for 7 weeks to receive support. It was founded by Ed Hughes, CEO of the Counseling Center in Portsmouth, OH. Mr. Hughes also proves free counseling services to family members. In order to start a program in this area, a facilitator (although more than one is recommended) would need to commit to hosting and participate in the whole program series, a location for meeting times would need to be established, and access to a TV/DVD player would be required. Cary offered to provide the DVD that is used during these sessions at no charge. She also recommended advertising the meetings in the newspaper to help spread the word. When her group in Huntington first started, a media covered community event was held and revolved around Ed Hughes sharing his story and overview on the program. The difference in Al-Anon and Loved Ones is that Al-Anon is a lifelong support system focusing on the family member getting better where the Loved Ones Group is a 7 week series focusing on how to deal with the addicted loved one and the related issues. This 7 week series consists of meeting once a week for approximately 1 hour. Participants can start during any week and can attend additional meetings as they see fit or should they miss any. There was an agreement among those present that this is something that should be looked into further. It was followed by a discussion on ideas for to get started. Michele will pole her listserv to determine additional interest and ideas.

Community Meeting on RX Abuse Follow up – Patty Deutsch/Michele Bowles
Patty and Michele were very pleased with the overall turn out. There was a great concern expressed by those who attended about the lack of support resources/services and the lack of awareness made available for the existing resources/services, especially related to family support. As a result, Tim White invited Cary Dixon from the Loved Ones Group to the partnership meeting to talk about her group in Huntington and how one can get started in this area. Patty and Michele gave an overview of the events for the evening and discussed how to improve on future events (i.e. focus on the resources, opportunities, and information that the vendors were offering). It was suggested to hold another similar event, possibly at the South Charleston Library, utilizing both meeting rooms. Another suggestion was to add Ed Hughes from the Loved Ones Group to the agenda. Michele noted that this event covered 3 different grant activities and completed the last activities within the Good Beginnings Grant.

Review of last meeting minutes – Everyone reviewed the minutes from January. Pending the correction of the bolded heading for MSgt. Barton’s Stay on Track discussion, it was approved by group consensus.

Board Meeting Update– Michele Bowles
During the Board meeting, the following information was provided:
-Michele Bowles updated the Board on her various activities
-The majority of the Board meeting was taken up by the DFC Grant review and final edits.

Financial Report – Judy Crabtree
Judy shared the balance summary for each of CTC’s funding sources. She had previously reviewed the bank reconciliation sheets as well as detailed reports for each funding source and recommended that the financial report be accepted as is. There were no further questions or discussion.

CTC Updates – Michele Bowles
Sticker Shock – Michele explained the purpose of this event and shared how unsuccessful she has been in getting a group of youth and a plan put together. Margo will check with the church group in Nitro again. Michele and Margo will discuss this further outside of the meeting.
Drug Exposed Pregnancies Presentation – this was led by Sandy Young from Thomas Memorial on March 9^th. There were approximately 33 people present. The presentation fulfills our SOW requirement from the Region 2 grant.
Keep a Clear Mind – The materials have been ordered and received. It should start in Sharon Dawes Elem. and the Boys and Girls Club shortly after Spring Break.
CMCA – with the help of Patty D.’s daughter and students and peer counselor from WV State University, 40 interviews have been completed. It looks promising that we will meet the full 100 interview requirement before the end of June.
TGFD – is now complete at the Boys and Girls Club. Certificates of completion were handed out to the students during the Community Meeting.
DFC Grant- has been submitted. We must now wait to receive confirmation of receipt and acceptance.

Update from the last break-out session -
Wellness Council – Patty Deutsch
Patty has provided 2 Prescription Drug Presentations to date. She also has one scheduled for May 5^th at the Hansford Senior Center. This presentation will be offered to pharmacists as well. Michele is in the process of applying for RX CEU’s.

Resource Development – Judy Crabtree
The team plans to meet to discuss and prioritize ideas.

CTC’s Community Forum – Prescription Drug Abuse – at the Hansford Sr. Center on May 5th

The Kanawha County Sheriff’s Office will be taking part in the 12th annual walk with the March of Dimes on May 6th at 1:30pm. Team photos will be at 1:15pm. Tim White received an email today from Governor Tomblin's office informing him that the Governor would like to come to Huntington to sign the first WV Substance Abuse Prevention Bill. This event will take place at 10am on Thursday, March 29th at Prestera at Pinecrest - 5600 US Rt 60 E in Huntington. He wanted to personally invite everyone to attend this special event.

Review of last meeting minutes – Everyone reviewed the minutes from January. Pending the corrected spelling of the EUDL grant, they were approved by group consensus.

Board Meeting Update– Michele Baranaskas

During the Board meeting, the following information was provided:

-Financial Report: Michele created a 1 page financial summary for all CTC funding sources which shows YTD transactions, monthly transactions, budget, remaining dollar amount, remaining dollar % for each grant.

-Sticker Shock: because the plans with the church youth group in Nitro were not progressing, Judy suggested talking to Margo Friend about using kids from Teen Institute. A donation to TI would be given as an incentive.

-Drug Exposed Pregnancie: conducted by Sandy Young from Thomas Memorial Hospital, this will be a regional training held on Friday, March 9, 2012, 1 – 2:30 p.m. at the South Charleston Public Library.

-Civic Affairs Grant: $1200 is required to go towards CMCA interviews and $800 for Keep a Clear Mind materials. More than 80 CMCA interviews are needed and the stipend is set at $15/interview. Keep a Clear Mind will be done with Sharon Dawes Elementary 3rd, 4th & 5th graders as well as the Boys & Girls Club upper elementary kids.

- Board member replacement: the Board agreed that there should be a job description for Board members. Prospective partnership members were brought up and discussed.

-DFC Application Update: For the parts of the grant proposal last year that didn’t get the highest rating, Michele made a chart to show: the question, our response, their response and rating. This will help in determining what needs addressed. Michele has been working on gathering data on Rx Abuse. Since the last meeting, the Board approved via email, letters to Congresswoman Capito and Senators Rockefeller and Manchin informing them of our thrid DFC grant application. Michele printed, signed and mailed the letters.

Financial Report – Judy Crabtree
Judy shared a new balance summary that will be used for financial reporting purposes. This summary will provide the partners with an overview for each of CTC’s funding sources, including transactions, remaining funds, percentage remaining, and grant cycle. Also, Prestera added CTC to their phone plan, which helped to decrease costs. There were no questions from partners on the report or recent transactions.

Guest Speaker – Brandon Lewis (Bureau for Public Health – Meth Lab Program)
Brandon has been the Clandestine Drug Laboratory Remediation Program Coordinator for the Bureau for Public Health since 2008. He spoke to the partnership about how the Clandestine Drug Program functions touching on the processes used to identify and tag occupied spaces that have been exposed to meth. He also provided information on the owner clean up responsibilities. In addition to this, Brandon shared an overview on the history of meth in our general area along with the reported amount of cases (2010 they documented 171 meth labs of occupied spaces, while WV State Police documented 307 of any type of meth lab). Research is limited on the long term effects of meth exposure. WVU has been awarded a grant to help determine the effectiveness of materials currently used to clean meth exposed dwellings. Brandon shared several resources with the partnership to help educate them on meth lab homes in WV.

KCCHI Drug Abuse Workgroup – Judy Crabtree
Based off of the Kanawha Coalition’s comprehensive health assessment for 2011, KCCHI top issues to focus on for the next 3 years are obesity/nutrition, lack of physical activity, and drug abuse (including prescription drug abuse). As a result, workgroups have been formed to help address these issues. As a member the drug abuse workgroup, Michele is helping Judy complete some of the activities, which include: identifying problems and root causes, finding available resources, determining consequences, and planning/prioritizing. One area where the CTC Partnership can be of assistance is with identifying the type and range of services available with regards to substance abuse. A link to a survey will be sent out within the next couple of weeks where this information will be requested.

Stay on Track – MSgt. Michelle Barton
MSgt. Barton set-up drug free displays made by South Charleston Middle School students. MSgt. Barton shared an overview of the NG’s Civic Operations activities noting the 2 evidence-based programs they are using in different middle schools around the county (Too Good For Drugs and Stay on Track). She also talked about the possibility of her unit losing operational funding. She will keep everyone updated on the results of that issue.

Patty has provided 2 of the 4 Prescription Drug Presentations. She also has one scheduled for May 5^th at the Hansford Senior Center. This presentation will be offered to pharmacists as well.

Youth Involvement – Margo Friend and Hope Siler (Michele Bowles)
Jessica has created a drug free club at the Charleston Boys and Girls Club and has a couple of activities she is working on. Michele is teaching TGFD at the Club as well. At the conclusion of the program, Michele will offer a Town Hall event to families of the kids at the Club as well as to the general community. Recognition will be given at that time to the participants of the TGFD program. In addition, resources/exhibits will be available.

Resource Development – Judy Crabtree
Judy shared fundraising ideas that have been recently discussed. They plan to meet to prioritize the ideas.

Underage Drinking – Valerie Taylor
The remaining balance from the underage drinking funds allotted to the KCSO from CTC’s Region 2 grant is $616.72. This will be returned to Prestera and credited to our grant funds. The January 6^th compliance check will be credited to the Region 2 grant. The KCSO will use the Highway Safety money to provide additional compliance checks.

Board Meeting Update– Patty McGrew

During the Board meeting, Michele Bowles provided the Board with the following updates:

Elkview Middle School Counselor is scheduled to be trained in All Stars in February

Another 24/7Club has started at the Boys and Girls Club

The Kroger Card Contest has concluded with Valerie Taylor winning both portions.

Project Director hours – the change has not yet taken place.

Drugged Driving Campaign – the PSA was completed and aired by CW with funding deriving from the Governor’s Highway Safety Program and the testimonial deriving from a MADD victim. The PSA is currently located on CTC’s website.

Michele is teaching Too Good For Drugs at The Boys and Girls Club in Charleston. This will conclude with a family forum/town hall on March 26^th where awards will be presented to the participating children as well as resources and education offered to the families and community.

Financial Report – Judy Crabtree

Michele Bowles showed registers for both the checking and savings accounts along with reports for all grant activities. Michele authorized the expense for the All Stars training and a payment to provide the Too Good For Drugs instruction, with appropriate paperwork in place. There was discussion with regard to the reduction of Michele’s hours. Tim White is working on this and hopes to have it taken care of by the end of the week. The goal is for the difference in salary costs to offset costs of employee fringe/payroll taxes.

CTC Updates and News – Michele Bowles

After submitting the Civic Affairs grant application, Michele was invited to speak at the following Civic Affairs Council meeting to explain in more detail about CTC and our activities. Judy Crabtree attended this meeting as well, and both Judy and Michele feel it went very well. The purpose of the funding request was to enhance CTC’s evidence based activities. More specifically, we requested funding to assist with the CMCA interviews and to implement Keep a Clear Mind at the Boys and Girls Club in Charleston and in Pratt Elementary.

A Sticker Shock Campaign is currently being planned with a church youth group from St. Paul’s Methodist Church in Nitro. The target locations will be the 2 Cold Spots in Kanawha County. They are currently working to determine a convenient date for the group. Once that is provided to Michele, the date will be announced to the Partnership and to the Media.

A 24/7 group has started at the Boys and Girls Club in Charleston and is currently working on a trading card activity. They are working on creating/drawing a self-character for the trading card with 5 positive qualities about themselves to go on the back. These will be distributed to kids at the West Side Elementary children (or an alternate location) along with positive drug-free messages.

DFC & Community Assessment: The Drug-Free Communities Grant RFA was released on January 17, 2012. CTC scored very well on last year’s application, so we really need to work on improving in the areas that scored lower. One area that could use improvement is ensuring we have good representation of the community at large as well as making sure we have a process for attaining that representation. The community assessment tool was used to identify key community members that would mutually benefit from partnering with CTC. Partnership possibilities discussed were:

Youth (SADD Chapters, St. Pauls youth group, Charleston Town Center youth group)

Advocates for children (CASA, Daymark)

Parents (Jane Shuman, Nancy White, Heather Miller, Jennifer Parsons, James Rollins, Viola Burchett)

Business owner (Judy will talk with the Charleston Area Aliance)

Media (Kathleen Moxley – WSAZ, Dave Benson – WCHS, Judy will contact Lori? And Zach? of Daily Mail and Gazette)

School system representative (Robin Rector)

Youth-serving organization (Girls Scouts)

Law enforcement (KCSO, Charleston PD)

Religious/fraternal organizations (KISRA, Rev, Janet Flanagan – Christ Church)

Civic/volunteer group (St. Albans Rotary – Dan Cain)

Healthcare professionals (Family Care, Janet Briscoe of the Kan. Chas. Health Dept, Mike Jarrett of KCEAA, Dr. Gupta of the Kan. Chas. Health Dept.)

It was suggested that it couldn’t hurt to have partnerships with higher education organizations as well, such as the Pharmacy Department of UC.

Wellness Council – Patty Deutsch (Michele Bowles)

Underage Drinking – Valerie Taylor

Compliance checks were recently completed on January 6^th. Out of 32 attempts, there were no buys, citations, arrests, or warnings. Additional activities, which were to be funded by the Governor’s Highway Safety Program, have been put on hold until some reimbursement processes are more defined.

Gig Robinson with ABCA also added a few comments related to Underage Drinking –

SAMHSA has released a tool/approach to help parents engage with their children about alcohol. This can be found on SAMHSA’s website (Samhsa.gov).

Stephanie Southall, formally with the Prevention Resource Center, is now with the WV BHHF assisting with Radar, SADD Chapters, evidence based practices, among many other prevention related activities.

The American College Assessment will be released in March which should have a lot of college student data and focuses on many factors including alcohol, tobacco and drugs.

The EUDLE grant, in previous years, has awarded approximately $350,000 annually to certain entities to carry out underage drinking initiatives. Since funding has been reduced this year to $76,000, ABCA has offered to not apply in order to allow city and county entities to apply.

Board Meeting Update– Patty Deutsch updated the group on the Board meeting discussion which was held just prior to the Partnership meeting.

Good Beginnings Mini Grant -
Michele provided a summary of planned activities and budget. The Board agreed that Michele should serve as the instructor for the Too Good For Drugs program to be held at Charleston’s Boys and Girls Club. This will most likely be held every Tuesday (late afternoon) beginning in a few weeks.

Civic Affairs -

As a result of our Civic Affairs grant application, CTC has been invited to speak at their next meeting (Tuesday, January 17, 2012). Michele requested suggestions from the Board for specific activity details that we can share with this group. Since the grant request was to support CTC’s evidence-based activities, it was suggested that we focus our need on offering stipends to interviewers (per interview) for CMCA as well as the costs associated with implementing the Keep a Clear Mind Program at the Charleston Boys and Girls Club.

Prescription Drug Presentation Update–

Patty Deutsch has provided 2 of these presentations:

November 14 at the Rand Community Center
November 15 at Aldersgate Church in Sissonville

She is working on future dates, including possibly presenting to all of St. Albans’ Neighborhood Watch Programs.

Financial Report – Michele Baranaskas

The board reviewed the financial reports. Michele Bowles showed registers for both the checking and savings accounts along with reports for all grant activities. Michele will adjust the financial reports to show the percent projected to be used.

The primary financial discussion was regarding the unknown fringe costs associated with Michele’s salary. The Board agreed to reduce Michele’s hours to 32 hours per week in order to accommodate the estimated fringe costs. This will be conveyed to Tim White (Michele’s direct Supervisor through Prestera) in hopes of this taking place as soon as possible. The Board agreed that Michele’s hours will be reevaluated when writing the DFC Grant proposal. To pick up the slack when needed, Michele will ask the Board and Partners to help with special events and health fairs.

Drugged Driving Campaign – Judy Crabtree

Background: In November, a task team was formed (Margie Sadler – MADD, Dennie Large – CW, Judy Crabtree – KCCHI, and Valerie Taylor – Kan. County Sherriff’s Office) to discuss the possibility of creating a drugged driving campaign with the financial assistance from the Gov. Highway Safety Program. Judy and Michele met with Lt. Shawn Williams on November 23 to discuss CTC’s campaign proposal. Lt. Williams agreed that the proposal could likely be funded; CTC would just need to turn in invoices for payment as they accrue.
Branding/Slogan – for recognition and consistency purposes, the group agreed to brand all campaign activities with the slogan – “Drugged Driving is Drunk Driving…Don’t Kid Yourself.”
Brochure- Michele created a brochure with the above slogan. She will contact Lt. Williams in order to get local data to place on the brochure (this data will also serve as our baseline for evaluation purposes).
Checkpoints – This will be reimbursable only, and since the Sheriff’s Office does not have available money to front, Valerie agreed to double check with her supervisor to make sure there aren’t unused funds that can be borrowed until they are reimbursed.
PSA – The PSA theme will be targeted at the Christmas season. Margie and Dennie are working with a victim’s mother to see if she would be willing to do a testimonial. Michele is in contact with Lt. Williams to find out how we can not only do a PSA, but add radio to the campaign.
Billboard – Michele will contact Lt. Williams to see if we could use our tag line under their newly created billboard picture.

Resource and Development – Judy Crabtree

The Kroger card contest is still in progress. The end date for the first portion (most amount of loads) was November 25. The end date for the second portion of the contest (most amount of money spent) will be December 30. There are still many cards available for purchase. Wellness Council – Patty Deutsch

Patty shared the details of the 2 presentations provided (November 14 – Rand Community Center, 18 attended & November 15 – Aldersgate Church in Sissonville, 3 attended). Contact suggestions from the partnership for future presentations included:

Since the presentation at Aldergate church wasn’t well attended, it was suggested that we may need to “package” the presentation differently when targeting the faith-based community and go where this type of program is needed and sought after. To address the Physician Presentation requirements of the SOW, Judy Crabtree has a contact for a physician who focuses on adolescent substance abuse. It was also suggested to check with CAMC and try to get into their grand rounds.

Youth Involvement – Margo Friend

The group has not met since the last meeting but Michele has been working on starting the sticker shock campaign as well as the trading card program.

Underage Drinking – Valerie Taylor

Valerie was not present but there has been no new activity since the last meeting.

Governor’s Regional Task Team – Tim White

Tim is on the Advisory Board for this team. The purpose of this group is to collect information from all Regions on different aspects of substance abuse and report the results to the Governor. This report will be made available to the general public for review and comments. Various discussions took place regarding concerns and consequences of substance abuse. The next meeting is scheduled for January (date TBD) and will be held in Madison. Emails will be sent to keep partners updated.

Announcements –

The new website is now up and running! Please send Michele Bowles any news or event that would need to be shared. Features of the website include: email distribution list, discussion forums, latest activities and events, etc.

The take back results (Kanawha County) for the take back event held on October 29, 2011 was 415.5 pounds.

KISRA is hosting a Too Good For Drugs training (facilitated by Cathy Coontz) for their after-school staff on December 29, 2011 from 10 am – 3 pm at their Dunbar office. Anyone interested in attending should contact Michelle Foster at KISRA at 304-768-8924.

The Kanawha FRN meetings are held on the second Thursday of each month. Anyone is welcome to attend.

The National Guard needs observers for the instructors of their Stay on Track program. Please contact MSgt Barton at 304-201-3135 should you be interested or need more information.

Welcome/Introductions – Michele Bowles opened the meeting, welcomed everyone and began self introductions.

Review of last meeting minutes – Everyone reviewed the minutes and made note of all. The minutes were approved by group consensus.

Board Meeting/Financial Report – Michele Baranaskas updated the group on the Board meeting discussion and financial report.

Financial Report

Since not enough Board members were present to approve the financial reports, they were sent out via email and approved.

The only changes to TGKVF grant funds were the purchase of a couple of office supplies expenses.

There was little change from last month’s Region 2 Prevention grant report. Because the exact fringe amount has not yet been determined or allotted for, Michele has a meeting set up with Shawn Williams to see if funding he receives through the Governor’s Highway Safety Program could support CTC’s evidence based programs and costs that are associated with them, as well as money for food for the town hall meeting and the purchase of lock boxes to give out during our Prescription Drug Trainings. This funding could decrease CTC’s outgoing expenses and thus make up for the difference caused by Michele’s salary fringe.

CTC Updates –

· Online banking – CTC is now able to do banking through United’s online services.

· CMCA – approximately 15 interviews have been completed.

· PSA - Denny Large is working with Shawn Williams on CTC’s behalf to purchase a PSA. Once Denny has more information, he will contact Michele to possibly set up a meeting.

· Good Beginnings & Civic Affairs – Both of these grants have been applied for. The Good Beginnings grant was reviewed on October 19 and the Civic Affairs grant will be reviewed on November 15. Michele Bowles received confirmation that the Good Beginnings Grant was approved.

Kroger Card Contest Update -

Approximately 20 cards have been sold. Michele has marketed the contest at other events she has attended.

Website –

The Board and Michele are working on having the domain transferred to CTC so that we can maintain the website on our own.

Guest Speaker – Michelle Easton & Mike O’Neil (US School of Pharmacy) –

Michelle shared with the group the background of the UC School of Pharmacy as well as some of the activities they have been doing. She focused primarily on the Prescription Drug Take Back days that they have been holding. This is a non-narcotic take back and has shown much success to date. She also talked about the possibility of CTC collaborating in the future on efforts to purchase a mobile drug incinerator.

Dr. O’Neil talked to the group about the efforts the School of Pharmacy has made towards making changes to how prescription drugs are treated, monitored, and dispensed. Dr. O’Neil also shared a handout which outlines the importance and process needed to initiate a drug take back program.

Health Issues Forum – Judy Crabtree

Judy talked about the outcomes of the Health Issues Forum and the process (Community Needs Assessment) which led to it. She shared how the Community Needs Assessment was broke down into 3 different categories of surveys:

· There were 259 total people who participated in the household sample surveys

· 95 key informant (from community leaders) were surveyed

· Focus groups were held in order to reach minorities and low income populations

Questions asked of participants addressed a wide array of health issues. The results of the surveys, compiled with relevant data, are located on the website of the Kanawha Coalition for Community Health Improvement (HealthyKanawha.org). A forum was held earlier this month to share the results of the surveys and to also determine the 3 key areas that will need to be addressed over the next 3 years. One of the issues determine at the forum will be substance abuse (including prescription drug abuse). This is an excellent opportunity for CTC to collaborate efforts the KCCHI.

Update from the last break-out session -

Ø Resource and Development – Judy Crabtree

The Kroger card contest is still in progress. The end date for the first portion (most amount of loads) will be November 25. The end date for the second portion of the contest (most amount of money spent) will be December 30. There are still many cards available for purchase.

Ø Wellness Council – Patty Deutsch

Patty was not present so the team will meet during the next meeting. Michele updated the partnership on Patty’s progress. Patty has completed the development of the training/presentation and currently has 2 locations/organizations who have committed to the training.

The SOW for this grant requires us to provide at least 3 community based trainings as well as a physician based training.

Ø Youth Involvement – Margo Friend (Michele Bowles)

Michele shared with the partnership the team’s idea to expand some of the activities planned within TGKVF grant to include other youth groups rather than just through Elkview Middle School’s 24/7 Drug Free Club. They are currently working on delegating these activities and finding interested youth.

Ø Underage Drinking – Valerie Taylor

Valerie announced that 3 out of the 4 compliance checks have been completed and neither of the 2 Cops in Shops have been completed. She has also conducted 2 TIPS trainings.

Other Discussion –

CTC was recently awarded a $1,000 mini grant through Prevent Child Abuse WV. This grant will pay for evidence based education (TGFD&V) at the Salvation Boys and Girls Club in Charleston to be followed by a resource based workshop for families.

Announcements –

Tim White talked about the establishment of six Regional Substance Abuse Task Forces and the Governor’s Advisory Council on Substance Abuse. The Region 5 meeting (which includes Kanawha County) will take place on November 1 at 5 p.m. at Prestera Pinecrest (Huntington, WV). This meeting is open to the public and everyone is welcome.

National Take Back Initiative – scheduled on October 29 from 10am – 2pm. Please see the DEA’s website for drop off locations near you (http://www.deadiversion.usdoj.gov/drug_disposal/takeback/).

The Kanawha County FRN meets on the second Thursday of each month at 12 Noon at the Schoenbaum Family Enrichment Center in Charleston (brown bag lunch).

Review of last meeting minutes – Everyone reviewed the minutes and no corrections were made. The minutes were approved by group consensus.

Board Meeting/Financial Report – Patty McGrew updated the group on the Board meeting discussion.

Financial Report - The total amount made available to CTC through the Prevention Grant for 2011-2012 is $45,984.00. Since this amount is slightly smaller than originally anticipated, Michele made some adjustments to several lines in order to accommodate the change. Michele also suggested, because the exact fringe amount has not yet been determined or allotted for, one way to offset this change would be to decrease her hours to 32 per week rather than 37.5. The Board agreed to table that decision until next month and have Michele search for alternative funding that could support existing programs.

Updates –
- Online banking – is still in the process of being set up.
- CMCA – approximately 10 interviews have been completed.
- 24/7 club – has officially started.
- Macy’s Fundraiser - $100 was made from this fundraiser and was deposited into the savings account.

o Prescription Drug Take Back – the DEA has scheduled another take back from October 29.

o Regional Coordinator – a coordinator, Tim White, has been hired. His start date is TBD at this point. Tim’s official location will be in Huntington and he will be Michele’s direct supervisor.

Website – Michael Koon is still working on CTC’s website. Per his last conversation with Michele, he should have it complete any day.
Governor’s Highway Safety – Denny Large is working with Shawn Williams on our CTC’s behalf to purchase a PSA.

· Good Beginnings Mini Grant - This grant is through Prevent Child Abuse WV and is for $1,000. Michele showed the Board what she has worked on, in collaboration with the West Side Elementary School’s After School program, to provide TGFD&V curriculum as well as a Family Forum (which will provide basic needs resources to parents). The goals of this grant align with child abuse/neglect prevention in that some of the protective factors overlap. The grant will be submitted no later than the end of September.

· Prescription Drug Abuse Presentation – Patty D shared with the Board a draft of the presentation. Key locations discussed to take the presentation is were:

· Rand area

· Faith-based communities

· Riverside High School

· Hansford Sr. Center

· Sissonville area

· Judy updated the Board on the outcomes of the last task team meeting. She also shared the outline of CTC’s Kroger card contest. This will be explained later in the meeting.

Guest Speaker – Loren Friend & Sheila Young (Charleston Community & Development Corp.) –

Loren and Sheila spoke on the implementation of West Side Elementary School’s after school program, as well as the possibility of using the school’s facility for community based activities. They provided a brief presentation on the program’s activities and structure.

Kroger Fundraiser – Judy Crabtree

CTC will be holding a contest during the months of October and November. There are two ways of winning the contest:

Simply by buying and loading the card

The dates for participation are from October 3 – November 25 and the prize will be some sort of financial incentive (possibly a gift).

Most purchase(s) amount

The dates for participation are from October 3 – December 30 and the prize will be some sort of trip (possibly to a State Park).

Proof of these purchases will be from receipts that will need to be turned in to Michele Bowles.

Ø Resource and Development – Judy Crabtree

The team met earlier in the month to discuss the Kroger card contest and to review and update the Needs/goals statement and objective.

Ø Wellness Council – Patty Deutsch

Patty was not present so the group will meet during the next meeting. Michele updated the partnership on Patty’s progress. Patty is hoping to have this program implemented as an evidence-based practice. The goal is to take this presentation to 3-4 community based locations.

Ø Youth Involvement – Margo Friend (Michele Bowles)

Margo updated the group on last month’s discussions regarding ways to enhance the drug-free 24/7 club at Elkview Middle School. Michele talked about having these youth help create a town hall meeting. Details will be announced as they are available.

Judy added that one of her youth groups will be participating in Youth Photo Voice Advocacy. This is a method of building a case in hopes of changing policies. Kids use pictures of the barriers that prohibit kids from living healthy lives. The date scheduled for this training is November 11, 2011. Michele will check with the 24/7 Club to see if there is any interest.

Ø Underage Drinking – Valerie Taylor

Valerie announced that 3 compliance checks have been completed and neither of the 2 Cops in Shops have been completed. She has also conducted 2 TIPS trainings and plans to send Michele a summary/report on the details of the trainings. The reports for the compliance checks and cops in shops have already been mailed.

Other Discussion –

Lela Owusu of the Division of Juvenile Services spoke about the services and needs of the Kanawha Youth Reporting Center. She said that the Reporting Center focuses on educating participants of the program on a variety of issues which could prevent them from going back into the system. She is looking for presenters/trainers to come in to offer difference programs. The average age for these youth is from 14 years old to 18 years old. Announcements –

Anti-Bullying Coalition led by Tonya Barnette of Step by Step will meet on October 13, 2011 at the Schoenbaum Family Enrichment Center in Charleston beginning at 5:30. It will be a pot luck dinner. The focus will be on working on the state-wide anti-bullying conference.

Walk For Suicide Prevention – Magic Island (Charleston, WV) on October 1, 2011 beginning at 10:30. For more information, please call Debbie Cardwell at (304) 389-8558.

Bonnie’s Bus – mobile mammography unit that travels to the outer communities to provide breast screenings. For more information, call 304-757-6999 (ext 29).

Kanawha County Health Issues Forum – Tuesday, October 11, 2011 from 5:30 – 8:30. The purpose is to discuss the results of the Kanawha County households survey, results of the Kanawha County key informant survey, key health statistics for our county, and prioritize top health issues.
